As other posts say, he blames the city for professional cleaning requirements when you move out, but that is a lie. You will learn he does nothing but lie, cheat, steal. He loves going to court, and he is uber rich, so he buys his way out of everything. If you still consider renting from him, go talk to his current renters, look around.
