The Firm of E & M Engineers and Surveyors PC was organized in 1946 under the name R.E. Pratt, P.E. to conduct a professional practice in Civil Engineering and Land Surveying. Since its founding, the Firm has also done business as Pratt and Block; Pratt and Edwards; Pratt, Edwards and Moncreiff, and Edwards and Moncreiff, P.C., until its present name was adopted in 1988. In 1974 the building and records of Robert M. Hulings were acquired. That practice is now operated as a branch office serving clients in Pennsylvania. Glenn D. Cooley, P.E. originally joined the Firm in 1969 as a staff engineer, and became a partner in 1982. He is now president of the Firm. Roy R. Pedersen, P.E. joined the Firm in 1979 and became a partner in 1986. He is now secretary-treasurer and manager of the Bradford office. Christopher M. Ernst, P.E.., vice president, joined the Firm in 1998 and became a partner in 2007. Frederick J. Moricca, III, P.L.S., vice president has been with the firm since 1990. In 2008 he became the Firm's newest partner. The owners in the Firm have a combined education and working experience exceeding 125 years. Our philosophy is that all engineering and surveying projects need the personal attention of such experienced principals. This ensures technical competence together with the ability to continually fit the project to the needs of the client. Our ultimate goal is successful and timely project completion within budget. We are committed to providing dependable professional service.
