Trucks Auto Sales

I waited 7 plus weeks for my title. When I did get it there were 2 or 3 names on it. I called him and asked him why I didn't have a clean title and why he wrote the tax check to fulton county when the paper work says I live in cobb county. I sent check back and he never sent me another check...."checks in the mail"....
I had to pay taxes and title fee TWICE !!!!
WHAT RECOURSE DO I HAVE???? theft by deception or go to the STATE DEPARTMENT OF REVENUE??
