Child Abuse
David Gonzalez is an associate attorney in the Central Valley office. Prior to joining the firm, Priscilla practiced as a civil litigator in both private practice insurance defense and in-house representation, during which she used her litigation experience to counsel companies on methods to limit potential liability exposure in areas of labor and employment law as well as overall corporate governance. Over her career, Priscilla has represented public entities, privately owned and publicly held companies, individuals, and multi-national corporations. She has successfully defended claims in California state courts, federal district courts, appellate courts, before state and federal administrative agencies, and in arbitrations and mediations. Notably, Priscilla second-chaired three trials prior to joining the firm, ultimately obtaining favorable outcomes for her clients.
Business Disputes
Ben is dedicated to public service and has spent nearly his entire legal career representing cities and other local public agencies. Ben is a partner in the Irvine office and currently serves as Assistant City Attorney for the City of Carson as well as Deputy City Attorney for the City of Rancho Palos Verdes. As Assistant City Attorney for Carson, he acts as primary counsel to the City’s Planning Commission and Mobile Home Rent Review Board, as well as supporting the City Attorney in advising the City Council. He advises city clients on a wide variety of public law topics including open government (including the Brown Act, Public Records Act, and Political Reform Act), land use & zoning, environmental law/CEQA, contracts & procurement, community services, municipal fees & taxation, cannabis regulation, and telecommunications regulation. He is also knowledgeable and experienced in municipal code enforcement, contract disputes, public works, labor & employment, elections, housing, and mobile home park laws. Ben is the Chair of A&W's Cannabis Law Practice Group, and is a member of the Community Services Policy Committee of the League of California Cities for 2023. Prior to joining A&W in 2017, Ben worked at another municipal law firm for almost three years, where he served as Deputy City Attorney for the cities of Rancho Mirage, Desert Hot Springs and Moreno Valley.

Wrongful Termination
Alison Flowers is the managing partner of the Firm’s Alameda office, handling state and federal court litigation at every stage through trial and appeal for cities, counties, and special districts, with a focus in labor and employment and civil rights matters. Her litigation experience includes wrongful termination and harassment; PERB charges and complaints; DFEH charges and complaints; excessive force/unlawful search and seizure; other alleged civil rights violations; and the many other areas which arise in representing public agencies. Ms. Flowers also handles labor and employment matters, and serves as labor negotiator for public agencies.
Employment Contract
• City of Bell v. Superior Court (2013) 220 Cal.App.4th 236, which held that former city manager was not entitled under the terms his employment contract with the City of Bell to payment of his legal fees for his defense in criminal and civil cases against him.
Employment Litigation
Michael is a partner with the Firm and currently serves as the Assistant City Attorney for the cities of Fillmore and San Dimas. He advises cities on a wide range of public law issues and specializes in land use and planning law, the California Environmental Quality Act (CEQA), and labor and employment issues. Shannon Chaffin is an Equity Partner in the Central Valley office handling a wide variety of legal issues including municipal law, land use, environmental, construction law, and all aspects of representing public agencies. He has served entities throughout the State ranging from public agencies in Sutter County to Los Angeles County.
Real Estate Transactions
Danny joined the firm in 2018 after nine years of private practice representing a wide variety of real estate owners, developers, investors, institutions, nonprofits, and lenders on all aspects of real estate and project development involving large scale complex transactions, including trophy real estate assets across the country. During his time at Gibson, Dunn & Crutcher, LLP and Latham & Watkins LLP, Danny successfully negotiated real estate transactions valued between $10 million to $700 million. He also assisted land owners and developers through all stages of the entitlement and development process, providing counsel to clients on local planning and zoning regulations and approvals along with related environmental matters.
Eminent Domain
Ms. Lee currently serves as the City Attorney for the City of Hesperia and General Counsel for the Bell Canyon Community Services District. She handles a wide variety of public agency law, land use and planning, affordable housing, and labor and employment matters. Ms. Lee’s litigation experience includes multi-million dollar inverse condemnation, eminent domain, CEQA, and constitutional rights claims in both State and Federal courts.

Mr. Jones currently serves as Assistant City Attorney for the City of Carson and acts as lead counsel to the City’s Planning Commission and Mobilehome Park Rental Review Board. Personal Injury
Mr. Chaffin has served as the primary legal counsel for comprehensive updates for general plans, specific plans, and zoning ordinances, and has a broad range of experience with a variety of municipal law issues ranging from municipal transparency and ethics, to oil and gas operations and development of large retail and housing projects. He also has experience in hundreds of litigation proceedings involving matters including contract enforcement, personal injury, asset recovery, bond enforcement, bankruptcies, stop notices, land use approvals, CEQA challenges, civil rights and employment claims, and mediations and negotiations. Mr. Chaffin has assisted law enforcement as an 'on call' attorney for officer involved shootings and uses of critical force. In addition to his extensive city attorney experience, Mr. Chaffin has also advised multiple commissions including Planning Commissions, Historic Preservation Commission, Rent Stabilization Commission, Housing and Community Development Commission, and other commissions.

Bankruptcy
Foreclosure
• In three years post-scandal as City Attorney of Bell, supervised 60 litigation/hearing matters recovering $7M in insurance and malpractice actions against former city attorney firm, auditor and insurers; negotiated settlement of $38M claim by Dexia of bond default with no payment by City and sale of property netting City $15M; negotiating settlement of $5.6M foreclosure action to allow City to keep the property for $2M with payment from State funds; defeated claims of Bell 8 for over $10M of indemnification; and obtained judicial approval that Supplemental Pension fund was illegally created, allowing City to escape $3M unfunded liability and recover $4.6M in the account.
Tax Law
Joshua is a Guatemalan immigrant who holds a Bachelor's degree in Political Science from CSUSB and a Juris Doctorate degree from Loyola Law School, Los Angeles. While at Loyola, Joshua obtained a Real Estate Certificate through LMU, participated in the national HNBA Moot Court Team, and worked with Loyola's Tax Appeals Appellate Clinic arguing tax appeals before the Franchise Tax Board (FTB).
