Pendergraft Concrete

I have talked with this guy numerous times, he showed up once, never called back and gave me a bid, then talked with him several times to set up meetings and never shows up or calls you. How can you run a buisiness like this. If you dont want to do the work just say so and I will go elsewhere, very very flakey going somewhere else now.
