Bruce C. Evans was born in Boise, Idaho, in 1956. He was raised in Garland, Utah, where he attended Bear River High School. He received a Bachelor of Arts degree in Political Science, with a minor in Music, at Utah State University in 1983. He received a Master of Public Administration degree from the University of Oklahoma in 1988. He attended law school under the prestigious Army Funded Legal Education Program and received his Juris Doctor Degree (cum laude) from J. Reuben Clark Law School, Brigham Young University, Provo, Utah, in 1991. He also received a two-year departmental scholarship from the Law School. He practiced before all courts in Utah, the Army Court of Criminal Appeals, and the United States District Court for the District of Utah. Bruce was a life member of Pi Alpha Alpha, a national public administration honor society, and was an Associate Editor and later Editor of the Brigham Young University Journal of Public Law.
