I need to know the best fertilizer to use once we get stumps and roots removed and try to plant sod

None. Fresh sod should not be fertilized until it is established, or you risk killing it. Withhold fertilizer until such time as the sod can go at least 3 days without watering. At that time, assuming it is not fall/winter, you can use 10-10-10 or any organic fertilizer with a good phosphorous value. The second number represents phosphorous, which is essential for root development- the primary concern when establishing new sod. Do not use a high nitrogen (i.e., 24-0-0) for at least the first year, or the grass may outgrow its root system and die.
